Need help no power

OK I need help I have a truck in my shop 2003 f350 6.0L that idles great and has no starting problem but when you go to drive it it'll take forever to get any speed and has no power (mash the pedal 2500 rpm and i could run faster)
Has new injectors egr delete oil cooler all 6 months ago got new turbo 2 weeks ago. No code when hooking to the truck any ideas

icp? irp? Hpop? I have no scanner yet to hook to it
I just dont want to keep throwing mony at this it not mine it the son in laws

Doubt its oil pressure related. Is there any hissing from the exhaust/turbo area? Is it getting good fuel pressure? Change any filters? Is the vgt actuating correctly?

also are you sure the VGT turbo is working? can you hear it kick on after you start the truck and it idles for a second or so? i ask this because yes i have a smoke switch(gay i know) and with it on my kid on her bike i swear can pedal faster.
