intermittant whisling. ruled out a turbo leak

Soon after studing,egr delete, hpop ,blue spring upgrades turbo back exhaust and tuning, i started getting a high pitch whistle under the hood. had the turbo sys smoke tested but found no leaks. mechanic was able to rid the noise by changing the tension on the alternator.so i put a new one in. the noise went away for about a day but is now back. most noticable at cold start/hi idle and slow accelaration. goes away above 1800 rpm most of the time. comes and goes at idle. any one ever see idler and or tension pullies cause a hi pitch whistle?

It is my y pipe bellows leaking. It went on long enough that I can see the carbon around it
