Yea you can scrape it loose and then vacuum it out.
You do want the bore clean as a whistle so the O-rings slide in without hanging up because if they get nicked they will leak.
Grease up the O-rings and slide the egr back in.
I would also pull your ebp sensor and make sure its not plugging up on you, its on drivers side at valve cover height and connected to the stainless tube to exh manifold. Clean out the tube with a stiff wire and then blow out with compressed air.
