need a little help with IPR facts

i have a 03 6.0 with a crank no start issue, i was taking off from a stop sign and it stalled and would not start back up, so i got it back to the shop and put it on the modis scanner and i have only 178psi max reading on the icp sensor and the reading on the ipr jumps to 85% which i know means its commanding it fully closed,i know i need atleast 500psi for this rig to fire up, so i took my ipr off and found the screen had a hole ripped thru it and there was a few little pieces of silicone in it, so im looking for a way to see if its the reason the truck would not start, i would like to test it if anyone knows how? i replace the hpop and icp four months ago so im thinking it should be ok, but with these 6.0 who knows

Put a known good one in and try again. Chances are if it isn't making ICP then you have a leak.
