New Injectors and Turbo no power under 2k

I just installed all new injectors stock and a new stock turbo because I was having power issues under 2,000 RPM's. If I stomp the peddle from a dead stop it is a dog. After the new parts no real difference. Any ideas?

This is a 2003 Excursion 6.0 with 250,000 miles.

EBP sensor clean?? Pull it out and clean tube as well, it's on the driver side valve cover height and a stainless steel tube that goes into exhaust manifold.
FICM voltages should be 48 volts at all speeds and temps.
Fuel pressure should be 60 psi and as low as 50 at wot.
Is it producing boost ?
ICP values ??

I'm gonna clean the ebp sensor today and check the fuel pressure also.
