turbo making loud high pitched sound

I did a search and found that many people say too look at the up pipes, bellows, and v clamps. I dont see any soot on the back wall. It sounds like a screach, only at idle or just off idle. When i give it more throttle it goes away but when i slow down to come to a stop it starts again.
I unplugged the vgt (in park) and the sound goes away. I plug it back in and it starts making the sound again right away.
Any thought?

Vgt solenoid is bad. Pull the turbo and I believe it's one bolt holding it in. Simple to replace. I take wd-40 and spray it in the oil inlet and hit the compressor wheel with compressed air to free it up from any coked oil that may have baked. Remove the turbine housing on the turbo and clean up any **** on the unison ring. Use anti seize and coat everything lightly.
