6.0L , Injector Buzz, but CANNOT get OBDII to Read codes NEED HELP ASAP

Hello i am a member of a diesel pick up pulling club at my school and we just tore the cab off, got it pained, put head studs in, bigger injectors and a bigger turbo on our 2004 6.0L and we are attempting to start the truck with everything back together. but we have encountered a problem with our OBDII port. our scanner shows there is no connection to the computer. we have checked and re checked all main ficm/pcm connections and still no advancement. the starter will spin, and we do have injector buzz, but the fuel pump does not seem to be kicking on and we cannot read the OBDII codes. any suggestions would be GREATLY appreciated a soon as possible. we plan to have the truck runnung and ready to pull the sled the whole way to the end on saturday june 1st. only 2 days away. any ideas and help are really appreciated thanks!
