Reving while sitting at lights etc

Has anyone had an experience with this? For the past 2 days, randomly, my truck has been sitting still (Stop sign, drive-thru, etc) and it will get a sudden surge in power. If you knock it up in neutral, I don't seem to get any abnormal issues. I have also noticed a odd sound that I can't pinpoint or describe when idling. None of my buddies noticed that idling sound. No codes are showing, and the only thing I know really odd with the truck lately other than this is the turbo not whistling nearly as loud as she used too. Ideas? Thanks in advanced. Always find good help on here.

04 F-250 03 Turbo, Edge attitude/juice, Straight pipe turbo back, EGR delete, ARP Head studs, Warren Injectors, Airaid intake, Blue Spring still lacking fuel pressure, Annual fuel pump replacement, 54V FICM, a whistle that turns heads and makes them run for cover and lots of other dollar here dollar there items. Lots of chrome, level kit running 35's. Electronics - Whelen Vertex LAW's (X10), Whelen ION's (X10), Whelen HHS2200 siren/controller and some nice wattage in the tunes department.
