Boost issue

Hi I have a 2005 f350 6.0 that has apr studs egr delete, new oil cooler, I'm having issues with boost my truck spools up to 27psi but there is no power lacks a lot of power.

I just this week took the turbo apart because the vgt was sticking and cleaned it out, my engine management light came on and had a P0470 code so I cleaned the exhaust pressure sensor it was already pretty clean. I think I am either having issues with the turbo still or that sensor the problem is intermittent, the exhaust doesn't sound right at idle either it's sometimes high pitch whistle or other times nothing.

Any suggestions I am strongly considering a powermax and just replacing the sensor in hope to have no more problems!!
