Turbo rise and fall at idle

I have a 2003 6.0l. At idle every 15-20 seconds my turbo whistle will quiet way down like it quit spinning. Then 15-20 seconds it gets loud again (straight piped) I've never heard another truck do this. It spools up fast when the pedal hits the floor and I can pull 30+ pounds of boost but is it normal for the turbo to do that?

That's normal. It is part of your truck's strategy code. Ford incorporated the vane sweep that you are experiencing to try to keep the vanes from sticking.

Whereabouts in Ohio are you from?

I see I am in Carrollton about an hour and 15 minutes south of Akron.

BTW these trucks/turbo's do not have a wastegate.
