No. It is probably the relief port in the regulator. Without knowing where the sound is coming from it is hard to diagnose. If it is coming from the pump, then the pump is starting to fail.
Eventhough the pump will restart when cranking, always start your truck with the fuel pump running, even if you have to cycle the key. |

Just installed new fuel pump today.

Take your regulator off and check your blue-spring installation. It might just be a pinched o-ring. Make sure all the parts are installed correctly.

Yes the o-ring looks damaged. Also look to the top of the other side and check the white clip and o-ring.
