Hard to start

I got an 2008 e450 with 6.0 and it has the hard to start issue when hot. It has brand new Injectors and stand pipe on the passenger side along with a new ipr valve. When the ipr valve was replaced it looked as If there were metal shavings on the screen. The icp readings at idle when hot are around 580 psi with ipr at 24% which seems normal to me. But when you try to restart it only builds up to around 330psi while cranking when hot. Wondering if I'm starting to have a hpop going or if anyone has any advice on what else to check.

What is the IPR duty% at?? Is it higher than 50% at cranking?
I know my truck at idle is is: 587 psi @ 21.8 so it's a bit higher but in the good range.
30% and above is a defenite hpo leak.

How does the ICP look is it dry (no oil on it?)
