Turbo taking off

First off. I don't really stack up in knowledge, I understand fairly well how the stuff works and what goes on but I am not the most knowledgeable guy. So anyways. My dad has a 2003 6.0 6 speed manual, recently, when down shifting, the turbo seems to spool up alot more than what is used to when down gearing. What could possibly be going on? It isn't hurting the engine but I am curious as to what it could be.
