need some help with 2005 6.0

Ok, so this is going to be kind of long, but its all needed:

2005 Ford F250 6.0L 155,000 miles

Pulled the motor out to do headgaskets. Did the head gasket job, put everything else back together, truck starts and idle's fine. It has NO power underload untill you get it up to about 3000 RPMS. Looking at the computer with IDS, i see that at idle the VGTDC# is at 85%. The EBP is reading at 16.54PSI. I have no idea why to VGTDC % is that high at idle, but i assume that's why my EBP is higher that it should be. I've replaced the EBP sensor and that didnt help. The VGT controller seems to be function correctly as you drive, but it's just at idle its setting on 85%. THE TRUCK HAS NO THROTTLE RESPONSE AND RUNS LIKE CRAP UNTILL 3000 RPM. WHY??????

These are the KOER codes ive retrieved:
PO299- Turbo Charger underboost
PO528- Cooling Fan Speed Sensor
P1408- EGR Flow Out of Self Test Range
P2263- Turbo Charger System Performance

I'm sure this post is hard to follow, so if you have any questions let me know. I didnt know how to word things, so i did the best i could.

22 looks and no one has any idea's ? I know someone out there can fix it but who ?

first thanks for responding, yes we ran the test and followed the diag. tree for all the codes with no luck. two weeks ago on the air management test it was failing on test 5. last week we reran the air management test now it fails the first test, we have checked for exhaust leaks. the ebp tube was serviced when the engine was out.

when we test drive the truck with a extra person driving we can control the turbo vains and the truck runs good through the entire drive loop.

hope this give some one an idea on what we may have missed. any help is greatly appricated.
