Not sure what's going on?

This first happened when I got a new tune and downloaded it into my truck. Went for a ride and would not go over 2800 rpm's. Boost would be 25-30 psi but the truck would just fall on its face around 2800 rpms. So I called Vivian and she sent the tune again and I installed it and my truck ran fine. Now last week it was cold outside and as I was driving it was doing the same thing all over again. I drove about 20 miles and stopped for fuel and decided to shut off my truck. When I started it up and left the gas station it ran fine. Now today it's very cold out only 5*. I had some running to do so I let it warm up like normal and then started driving and its doing it again. I turned it off and started it again, it seems it went pass 2800 rpms once and then bam looses power. I also noticed today that if Im cruising around 55-60 and push on the gas pedal that my tach was not moving. Then i would hammer it and the truck wants to go and the tach will move up to around 2800 rpms but thats it. There are also no codes. I dont no if its becouse it is so cold out or is my cam pos sensor going bad?
