surging

Just got engine back in and it is surging while driving. More so under wot or load. Doesn't surge at idle. If I hook up th AE and close the vgt and drive it doesn't surge at all and with the vgt open it surges a little. So is it the vgt selonoid? Im only getting about 20 lbs boost max. Turbo was cleaned and put back together with antisieze. Cant find any exhaust leaks. I will list all work done.


Arp head bolts
Oem head gaskets
Arp rod bolts.
New main bolts.
Egr cooler delete.
Blue spring upgrade.
Resurfaced heads
New injectors.
All new gaskets and o rings.
New lp oil pump.
Updated dummy plugs and standpipes.
Reman hpop
Updated stc
Cleaned turbo unison ring and vanes.
All new bearings. Clevite
Everything cleaned 3 times.
Im sure I'm forggeting something lol.

probably is a VGT solenoid, I've seen this a few times
