Mild surging at idle

I read several threads where people complained of the same symptoms I have. While idling at stop lights etc. The rpm's will move up and down slightly. I can hear it through the exhaust. most of the threads I read suggested replacing the icp sensor and harness. I did that about two weeks ago, still happening. The problem is intermittent. What else could it be? I have scan gauge II. I am going to program it to monitor the ipr. Is there anything else I need to check for?

I believe there have been a few post on defective throttle pedals. Not sure how you would test that.
