Boost problems please help

Ok so about a month ago my truck went down due to an ipr valve. Before I found out it was the ipr valve I replaced the hpop with a used one out of my friends totaled truck. My issue now is before all this my truck made 26 pounds of boost at full throttle and ran great now the truck makes 24 at like 3/4 throttle, but when put to the floor the boost falls down to like 20 or 21 pounds as the truck sounds like its hitting a rev limiter kinda but once it hits over drive boost will go up to 32 pounds. So I've checked for boost and exhaust leaks and nothing I'm worried the hpop I put in could be bad i don't know though someone if you have any idea would really appreciate the help.

so you did the egr delete when you did the hpop? it sounds like a tuning issue to me
try returning to stock and see if the boost problem persists.
have you checked for codes?

check your ebp tube. make sure it's not plugged. check the ebp wiring as well. it's common for the harness to chafe right under the coolant tank.
if that all looks good, check your map sensor hose. beyond that, you'd need to be able to view live data from the ebp and map PIDs. looking for anything out of the ordinary in the readings. while viewing data, commanding the vgt solenoid open and closed to make sure it or the vanes are not sticking
