Can a egr code effect cold start?

So a friend called me to take a look at his truck. He said its not starting good when cold. So after sitting for 2 days and outside temps around 40 I tried to start it. It fired and immediately died. I then cycled the glow plugs again and it fired for a second longer than before and died again. On the third try it fired and stayed running but ran really rough. I tried to give it a little throttle to see if it would smooth out and the peddle was unresponsive (I held it to the floor and nothing happened). After about 3 min the truck kicked into high idle all on its own and it smoothed right out. I checked the ficm voltage before I started it and while cranking and through this entire event and it never dropped below 47.5v. The only thing that I found was a code for egr valve. Could that effect the cold start? This truck is a 07 with 118000 and is bone stock. I believe it has a bad case of stiction but there is something else. What am I missing.

Probably if it is stuck open, pull it and inspect.

Yeh I'm going to pull it and clean or replace. Just wondering if that could be it and the throttle being unresponsive was really confusing to me.
