Honestly "desired" isnt what you really want to look at. The key here is you only have 3000 psi WOT... It should be closer to 4000.

Are you running a tuner on the truck? Custom tunes? Some tunes can affect ICP as its displayed by scan tools.

There is a tune on the truck but not sure which one cause it was tuned before I bought it.

When I slowly push on the throttle the pressures are about the same all the way til about half way down and I see pressure of 3600-3700 and 70% on ipr. Then after half throttle when it really takes off the dsd pressure goes to 4600 and actual drops to around 3100 and ipr is 85%.

Is it possible that it is just the tune?

Anyone have any ideas on what may be causing this pressure issue, could it just be the tuner that was used

Sounds like a typical tuning quirk... My 2c is to return the truck to stock and go from there.
