12/2003 FORD F250 6.0 LOW HIGH OIL PRESSURE
HAD MINE SCANNED AND THE HIGH OIL PRESSURE STAYS AROUND 650 PSI AT ALL TIMES. COULD THIS BE A LEAK OR BAD HPOP? HAS NO POWER OVER1500-1800 RPM.

Is it kicking out any codes?
Also really need to post the IPR % if that is high than you may be right pump or leak Take note if a steady % or not |

no codes. tried unplugging ICP no change. pressure never changed even under full demand. my buddy has the ford style laptop and he said HPOP but another deisel tech said it was last scanned in august been sitting since then.

The 2003 had a problematic hpop, may very well be your issue.
