HPOP system ?

Hey all 05 6.0 f350 died when driving at road speed, no start, checked FICM voltage,47-47.5, fuel fills secondary canister, oil fills filter housing while cranking. pulled code P2285 ICP pressure low, did voltage test at ICP connector, 25 volts key on 29 volts cranking. I know its not building enough pressure, what i,m wondering is would the IPR valve cause the grief or is it more likely to have a leak in that stupid stupid system. HPOP was updated about 140k ago.
