No start after hg's and studs

Ok here we go. I just got everything buttoned up, tried to start. It turns over but no start. I have tried about 20 times. Pulled the codes and got a #7 injector low signal besides that nothing else. When I pluged the #7 injector in, it seats down but the plug doesn't lock in. I pulled the oil stick and it is in between max and min. I pulled the oil filter I have oil in the oil filter assy. and fuel in the fuel filter bowel. My scan gauge says (icp 4, ipr 78, and Ficm 48) while turning the key. The icp goes from 2 to 8. I unplugged the icp the reading changed from 4 to 950ish, still no start. Help please, I changed dummy plugs and stand pipe torqed everything to spec. During the head gasket job. Any ideas?

Did you change the STC fitting too? Were you having issues before you started, or just doing this work as preventative maint? Maybe a bad ICP, or a HPO leak at the STC

Did you do anything with teh oil cooler?

You had a 25* delta and didn't replace the oil and EGR coolers?

That's a real bummer if those parts were install backwards

Yes I replaced the oil cooler and egr delete was installed. The only problem I had before I tore into it was the 25* delta. I just figured I would put studs in and have the heads looked at while I was in it. I'm not sure if I swaped the dummy plugs with the stand pipe. I'm still researching that. Thanks
