hpop question

Just replaced my HPOP and Ipr valve ( valve on the HPOP)and truck wil not start . I cannot build any more than 8 psi of oil pressure . Then I took off the IPC valve(on the pass. valve cover) and the presure reading went to 1109psi . Once the IPC valve was plugged back in it went back to 8 psi .
As long as the IPC valve is un plugged I get pressure readings on my EDGE insight .Does this sound correct ?

If it is a bad icp, you can disconnect it and try to start it. If it starts, your icp/pigtail is bad.

Sent from my phone that somebody didn't help me get.
