Starting Issue

Alright I've been fighting this truck the last week. Its an 04 f250 with the 6.0. Had an issue where it would start for 2 seconds and die, then crank for 10 seconds and fire right up. I had a code for ICP, so I changed that and the pigtail.. Now it seems worse, it will fire up and die repeatedly. Then it almost seems like I need to give it a little gas and it revs up really high, then runs fine. Any ideas??

Check that the throttle plate is not stuck partially closed or is just flopping around.
In 04 they quit useing the sensor input so it should be unplugged but the plate itself was left inplace until 05 when they did away with it completely and came out with a different intake elbow.
