2006 6.0 boost drops at WOT

When I roll into the throttle the truck will make 34 psi, if I go wot it makes the cackling noise you commonly hear from a straight piped Z71 and boost drops to right around 14 psi??? What the heck? I think this may be contributing to my less than impressive 9.30 ET. Any idea what may be wrong?

All the boots are clean with no leaks and I even replaced the plastic IC pipe and still having the issue
