ficm swap

Can I safely swap a ficm from a running 2007 to a non- running 2006 to see if that is my no start problem?

you can take the part that goes bad off it.
if you split the case you will see there are 2 halves. the one with the 4 nuts where you check voltage is the side that goes bad.

you can also check the voltage at the ficm if its under some number I cant remember its bad

Yes, if you are positive your batteries are ok. (load test your batteries first)

Edit: check to make sure they are both 4 screw or 7 screw.
