egr code and turbo relearn 2003

So I have an early 2004 with a 2003 motor. I have heard two things about these early motors that I am hoping somebody can give me some clarification on.

1 - If you do the EGR delete ( which I have done ) you shouldn't get a check engine code for the egr. I keep getting it.

2 - This is the only year that needs a turbo relearn when replaced. Is this just the VGT solenoid that causes this? or is it the PCM? If it is just the solenoid are all new replacements the same or do they come with the updates so that the relearn is not needed.
