P270 DTC low voltage at #4 cylinder

I'm getting the above code and the cylinder is obviously not firing correctly. The truck runs a little rough at idle, and notably so while driving (code came on at in-laws, came home 6 miles). I haven't driven it since.

I tested the FICM with 48 volts KOEO and KOER. Is it possible the FICM is bad even though the voltage is within spec?

I don't have a scanner that will give me live data on the injectors' performance. I don't mind replacing the injector or repairing the FICM, I just don't want to do both unnecessarily.
