Poor mpg

ok so I tried to get some before but was unable to. My truck is getting 12.5 unloaded, and 10 towing my boat(2800-3klbs) the truck is on 38's so I dont expect the 20 that some if you guys get but I'm not ready to give in and settle at what I'm getting. I recently just changed fuel filters and cleaned air filter throughly. Only thing else I have noticed about the truck is it every now and then had a slight surge at idle.
Please help me to figure something out.

maybe the truck needs to be reflashed to reflect the change in tire size?

That mileage sounds about right. That is about what I get as well.

2004 6.0 PSD, SCT tunes by Matt at Gearhead
New Heads, ARP studs, OEM headgaskets at 120,000
EGR Delete, New Oil cooler at 113,000
Coolant Filter kit
