There is an electronic solenoid on the side of the turbo that controles the VGT. If that is not working, the turbo may not be generating any boost. I am not sure how to test it though, sorry I'm not much help.

How many miles on the truck/ Any codes?(may not trip the CEL) i had a p2290 for low ICP pressure and my issue turned out to be the HPOP.

Check:
ICP actual
ICP desired
IPR %

at idle you should see above 650psi for ICP (truck wont start unless above 500 psi)
off throttle will vay but should see 1500-2000psi
full throttle on an 03 or WOT should be around 3000 psi

EBP (Exhaust Back Pressure) sender it is bolted to the T-stat housing on an 03,

From what i understand it does not get used by the PCM on these models, instead it uses mass airflow.

I would check the ICP connector for oil, if it has oil it has failed.

Thanks the icp has been replaced because of leaking oil and now working on replacing bps doto it breaking off when checking for buildup nice! Is that why no reading from bps from scangauge11. So I bought new bps and mass air sen going to try this afternoon .

Ok before ya just thrrow parts at it Read the sticky on the 6.0 problems forum. An exellent write up on no start/hard start issues. It contains symptoms, tests and common fixes. Best info I can give at this point. By the way when ya changed the icp did you change the pigtail also. When the icp leaks it useually gets oil in the pig tail a common failure.
