When tuned it won't exceed 20psi boost

The problem is that when I use my SCT to tune the truck, it won't build over 20psi of boost and it's really flat on the high end of the power curve. Tried SRL+ and canned tunes. Egr valve plugged in and unplugged. I'm at a loss.

2006 f250 cc
57k miles
Glowshift gauges, fuel pressure, boost, egt
Studded. Newer boots for turbo piping.

I inspected all pipes and there were no leaks. When it isn't tuned, the truck will push 27 ish psi at wot. Ruling out hardware. Egt and fuel press normal. The needle will dance right on 20 psi. If I'm hauling *** (over 100mph) it will build 25ish but never any other time not even towing. If anyone has any ideas please let me know. Thanks
