Ficm?

On cold starts my ficm volts fluctuate between 44.5 to 47.5 when it warms up it reads 48.5 and the truck starts hard when it's not plugged in below 35 degrees it will require me to give it some fuel to keep it running so my question is do you guys think I need to replace my ficm?
