block heater leaking???

Im changing my starter and I noticed that my block heater seemed to be leaking and its dry above it. can I just tight it up or do i need to replace it. It still works it just looks like its leaking. My other question is could this leak be whats making my truck start then die after about 1 sec, second attempt the same thing, then on the third it fires right up? if i plug my truck in it fires up the first time no problem.
