Turbo fluctuating

I decided to run my own truck instead of a work tuck home this weekend. With SRL+ running I noticed that at 70 mph on a flat straight highway my boost was constantly rising and falling between 18 and 24 psi. I ran 8k tow on the way back up and it's doing the same thing but from 8-14 psi. Any idea what's causing this?

Just for anyone searching this later. It was a dirty ebp sensor and a blown vgt solenoid.

By chance when it surged uder a load did it sound like a coughing noise coming from front left area?
