Still No Power... Where to next

Ok I have been reading all the issues on the 06 and have been chasing the same problem for some time now. The truck has absolutely no power when in the hills pulling a small load. Seems to run good in flatland. Turbo stuck and replaced it. Alternator was replaced due to low voltage output. Installed 4" exhaust to help flow. Installed Intake air system to help flow, still no power. No oil in water, no water in oil. No coolant loss. FICM voltage running 48v steady. Starts and runs fine with only minor smoke and rough idle when temp below 35 deg. Above that temp starts and runs smooth. Pulling a lowboy trailer with a Suzuki Samurai on it (about 3500 total pounds) the truck will have to shift into passing gear to make it up even a small east Texas hill. Where do I go next. I'm thinking about gutting the PS and having a Cummins installed. Can anyone help?

could be injectors?

If I had to guess without DTC codes, I would say injectors. Get it scanned and see what codes it throws. That will keep you from throwing a lot of high dollar parts at it.
