Surging on accel when cold

Truck is surging when cold only on acceleration unless it has been running for 20-30 mins. Has no problems starting. Doesnt matter if its hot or cold outside although its worse when cold. I pulled EBP sensor and tube is not clogged, I found nothing when I took turbo apart and no change with egr disconnected. I am ase master with L1 but dont have a ton of diesel experioence and need some info on which way to go. I am able to use scanner with data stream if I knew what to look for.

also, has all new ford filters, rotella t5, upgraded fuel pressure spring from ford.

its possible the egr is so full of soot it cant close. pretty easy to remove and clean. Get the new o rings for it

Has had the problem with it connected and not connected. Plus it was replaced within last 20k and i have 0 smoking issues
