Problem....Turbo Sticking?

The truck is in the Wisconsin/Iowa area and the temp. here has been in the teens accept for some mornings its in the negatives. I noticed this last week, but when starting out theres no boost. After awhile the turbo comes in and it builds fine. But it takes longer than it did when it was on the stock tune. I just got the SRL from matt, and a day later i noticed it. The truck is straight piped and when its idling i used to be able to hear the turbo whistle but now it just sounds like a deep v8 gas engine.
Also, last thursday i was getting on the highway and i got on it, got up to 65 and i looked at the boost gauge 0. After about 30 secs i heard a whistle and the boost jumped to 12psi. and i could feel the truck kinda take off.
Also, the last 2 weeks i had the truck(has been with my parents for long trips) i've noticed a rattling coming from under the hood. I checked all the exhaust brackets and the clamp on the downpipe after the turbo. They were all tight.

Truck is my DD, so i need this problem fixed asap.

This is interesting. The same thing happened to my truck yesterday, weird. I did a normal warm up while fiddling with the degas tank on the truck. Took it out on the road and throttled down and only got about 10-12 psi boost. Went back home and shut it off and checked all the boots for leaks visually and ensured they were intact. Verified all plugs were good at the turbo and inlet boot, then fired it back up drove it again. I hit over 30 psi from a rolling full throttle. I'm thinking glitch in ficm on initial start up as it did not do it on second start... Oh yeah, I'm running Innovative "extreme street". Also, a few months ago I removed and cleaned the Unison Ring and Variable Veins on my Turbo and it became very responsive to throttle application. I am certain it is not the Turbo sticking on my truck.
