Overboost question

All, I have a question about boost. My 04 250 (stock except EGR cooler delete) will boost up to 35 psi while towing 11k fifth wheel up a hill. Unloaded I never see more then 26 psi WOT. I had the turbo out last year due to sticky vanes. Truck runs good but 35 while towing a hill seems way too high. Any suggestions?? Can Ford or AE software command the vanes to a certain position and get a voltage feedback to see if the vanes are in the correct position? The only thing I can think of is the vanes are not opening all the way. However, you would think that would happen unloaded or loaded. The only other thing I can imagine is overfueling??

I've NEVER seen that many PSI on my 6.0....Dad's 04 had a bad VGT sensor and it went bad and it was running 45psi until I took it to the dealer.

I assume he is speaking of the oil driven vgt valve on the turbo.
