Is this a turbo problem?

My buddy's '04 F-350 work truck has been acting up on him lately. I guess it loses power going up hills and doesn't run like it used to. He's recently replaced all the injectors, egr cooler, and the oil cooler. It doesn't misfire and there isn't any puking.
I hooked it up to my AE scanner and everything seemed normal except for the for the VGT duty cycle. The numbers were all over the place at idle and when revved up. I hooked it up to my truck to compare and the numbers went progressively up and down.
The truck is an '04 with 65k on it so I figured the turbo must need cleaning and possibly a new actuator. He said he doesn't drive it hard so I'm guessing it doesn't get to clean itself out very often. I'd appreciate any ideas you guys can give me....thanks.
