turbo making noise. please help

just installed egr delete kit with new up pipes and replaced oil cooler. had to do it myself for $ reasons. everything went back on asnd motor sounds great but now my turbo is making a sandpaper like noise and very slow on boost. all the charge tubes are good and i even took off the air intake to see the blades turning. when i unplug the vgt the noise stops. does the vgt need to be cleaned or replaced? can the turbo be cleaned out? by me? it does boost but i can't hear it whine and its very slow.
