03 6.0 Turbo P0046 and P2263 PLEASE HELP

When i got this truck I never started it i was told it possibly had a bad head gasket and a miss to it. So i went to town and installed new rings, bearings, rebuilt both heads, studded the heads, deleted the EGR cooler etc. (Even installed a set of 05 head lights). Truck starts and idles fine, it free revs good, when u floor it it goes to about 3500rpm blows alot of black smoke and sputters. when u drive it has no power hardly at all u can only go about 1/4 throttle and then it will start to sputter. If u floor it lots of black smoke and sputters like crazy. So i ran a KOEO test with my scanner and no DTC's. I ran a KOER test and i got P0046 Boost circuit solenoid performance and P2263 Boost system performance. The turbo is brand new. No MIL light is on.
ANY HELP WOULD BE GREATLY APPRECIATED THANKS

You think someone could possibly tell me the Parameters of the turbo? Volts etc. And by the way the ICP sensor and IPR is brand new

Well i found a broke wire going to the plug on the turbo i fixed it with a new plug. i still get the P2263 code, the truck still runs like *** and the P0046 code does not come back only the P2263. Any ideas? gonna get another turbo but im not to sure its gonna fix my problem

vgt solnoid would be my guess and its alot cheaper than a turbo so i would try it 1st.

VGT solenoid was correct i figured it out when i watched the VGTDC percent on my scanner it would fluctuate from 14% to 85% on the graph it looked like a roller coaster. But thanks for your posts
