coolant loss

i have a 04 250 with a 6.0 it is losing coolant but there is no water in the oil it does put out a huge cloud of white smoke when cold i have been told hg and or egr coolerbut i dont know how to narrow it down to one or the other please help

It's definately an EGR cooler, but it could also have head gasket issues too. I would replace the EGR cooler and the oil cooler (or at least flush the oil cooler) and see what happens.

it also surges above 2000 rpm but you cant feel it just hear it is that caused by egr and spits water out the exhaust with a very little amout of oil in it thanks for the help

No problem. Definately make sure to take care of the oil cooler also. The oil cooler gets restricted and contributes to the EGR cooler failure.
