Hard start, No power!!

My customer has bought me a 07 mod 6.0 F350 truck.
He is a mechanic who removed the engine and did a top end rebuild after the car had major blown head gaskets. The job was done well with stud and nut kit fitted with Ford VRS. The egr cooler was removed as well.
Now it is hard to start and wont produce power down low!
Even free reving with the throttle held at 100% it wont rev past 4g! WTF!
It has an after market chip, So I disconnected it, still no differance!
The only code it has been throwing is the KAM (Memery code) However after disconnecting the chip is has not throwin it again. (mayby needs longer drive)
So we put gauges on ICP and fuel (one bank only) ICP was 1000psi on crank and 2500psi on revs and the fuel was 60-70 psi. Not sure what they should be?
The exhaust gas is clear with no smoke even at full revs, It idles smooth,
It just revs up very slow, when the turbo kicks in it does give some power but before that, its just dangerous to drive!!
It feels like it is in a limp mode!!
Help! - were do I look.
