Cold weather Turbo issue! PLEASE HELP!!

Tonight i started my truck after work with a temperature of 9 degrees with -8 wind chill. i let it idle for about 10 minutes and it acted like there wasnt even a turbo on the truck. after a while it finally spooled up and by now i was sitting there or about 15 minutes. So everything was all fine driving normal and just like that my it was like i lost the turbo. my boost gauge read about 1-2 lbs of boost when this happened and when i gave it more throttle the turbo seemed to come back, but when i let off, it went away again. after a while it went back to normal. My sig. has all my mods done to my truck. What could this be and has anyone had this issue before? Thanks in advance and any help would be greatly appreciated!!
