6.0 wont start 911 HELP

guys my buddies 04 6.0 wont start.

we have done the following
replaced glow plug controller
we have the valve covers off and the oil plugs on the high pressure rail are not leaking when cranking.
the icp sensor we tested at KOEO at one wire = 4.9 volts one is 0 volts and the other is 0.2 - while cranking the 3rd goes up to 1.2 volts.
the batteries test at 12.4 volts and 10.8-10.9 while cranking.
tried charging batteries overnight and even switched out the batteries with the ones in my 7.3 and still nothing. any other ideas besides the HPOP????

oh ya and it doesnt sound normal when you turn the key on, like when it normally goes through all the cycles of clicks etc. it doesnt do that.
fuel pumps running and the fuel bowl fills up when you turn on the key

pulled all glow plugs and all have test good and all are working (we watched them glow)

also we cannot read the obd2 port to scan it. The cig lighter works too, anything else that could be?

check the wiring harness on the engine. some of the conectors may be damaged. i am thinking probably icp. get a new icp and pig tail harness and change both out. it will be on the passenger valve cover, on top and near the front of engine. it has a plug with 3 wires. if the wires are all purple, it has been changed before.

yes all the wires are purple, so its been changed. im testing the voltages with it pluged in, so you would change it out even tho it tests good?

what you need to do, and this is not guaranteed, because i have access to a ford (ids) and that is the diagnostic tool that i use, is take the connector loose and look in the top of the sensor with it still installed. if the plug area is wet inside with oil, i would change the sensor. if it cranks you may be good to go, but we always change the pig tail when we change the sensor. ALSO, the truck does not have an edge on it does it? if so, remove it from the pcm and put the pcm back to stock and it will probably run.
