Hubs not locking in

Hey guys I am new here and this is my first post. You all seem helpfull and knowledgable so i came to you. I have a 06 F250 4x4. My front hubs will not lock in when switched into 4x4 on the dash. My transfercase does. I think it could be the Solenoid that works the hubs and HVAC system( which works fine) but not sure. I took the vacuum lines off that solenoid and by mouth was able to suck (haha) enough vacuum to get the hubs to lock. Could that solenoid be partially out where it can work my HVAC system but not my hubs. Thanks in advance for the help.

suppose it probably could, but seems unlikely since it doesn't take much to lock the hubs in. Have you checked the lines for cracks and such? Maybe they're just going bad. Definitely doesn't sound like your hubs since you can actuate them just by doing the same thing the vacuum solenoid would do aka..suck on them. I'd start with the easy then work your way out
