Do I need this special tool?

Hey guys I'm fixing a leaking INNER axle seal. I'm doing vacuum, hub and outer axle seal on the same side as well.

Currently both axles are out the carrier is removed from inside the diff and the axle seal is removed.

Now I read that I need ANOTHER special tool to seat this inner seal? I'm doing it tomorrow when I get up but can't I just make some pvc tool and tap it with a hammer?

Someone suggested a really long slide hammer
