Bolts for Sway bar

Hi guys;
Just a quick question, I just put on the Energy suspension sway bar bushing kit and I noticed the bolts I took off had a shoulder on the end of the bolt. Now when installing the new bushings it doesn't look like the bushings on the drop links are tight enough. The sleeve insert is hitting the shoulder and not collapsing the bushing.

Is this the way it should be??
