60 MPH = 15.5 MPG

so i read all over the place of people claiming to be getting 20 mpg and stuff when they only go 60 mph...... for TWO tanks of fuel the speedometer never went above 60 mph and on my last tank i went 407 miles before my fuel light went on. unless my calculations are wrong..... 407 miles divided by 26 gallons = 15.65384615. I calculated this twice! am i missing something here?
